Orders to Luke Air Force Base bring an important housing question: how far will your Basic Allowance for Housing (BAH) go in Surprise and the West Valley? Start with your correct BAH rate, then compare the full cost of each home with the rest of your household budget.

A mortgage estimate or advertised rent is only the beginning. Utilities, insurance, HOA dues, commuting and the timing of your next move can all affect the choice. This guide will help you turn your allowance into a practical housing plan before you commit to a home.

Start with the correct Luke AFB BAH rate

Basic Allowance for Housing is based on your pay grade, dependency status and permanent duty station location. For a standard lookup, use the duty station ZIP code, rather than the address of a home you are considering.

The Defense Travel Management Office (DTMO) 2026 data maps Luke AFB ZIP code 85309 to the Phoenix, AZ Military Housing Area (AZ013). Use the official BAH rate lookup to select the calendar year and your pay grade. Confirm your individual entitlement with your servicing finance office.

A published rate is not confirmation that you receive it. Housing assignment, eligibility and individual circumstances matter. Understand what BAH is designed to cover

BAH reflects local rental housing costs. It is not a promise to cover the mortgage on any home you choose, and your actual housing expenses can fall above or below the allowance. The with-dependents category also does not increase with each additional dependent. Read DTMO’s BAH explanation.

Keep individual rate protection in mind. A member already receiving BAH may retain a higher prior rate while eligibility status remains unchanged. A PCS, reduction in pay grade or change in dependency status can affect that protection. Your Leave and Earnings Statement (LES) and finance office are better starting points than a neighbor’s allowance.

Moving from one West Valley neighborhood to another does not, by itself, set your standard BAH rate. Your home search determines your expenses; the applicable military pay rules determine your allowance.

Compare your housing options before signing

Contact Luke’s Military Housing Office early in your permanent change of station (PCS) planning. Air Force guidance directs incoming members to obtain housing counseling before entering a written rental or sales contract. The office can explain local procedures, privatized housing and community housing resources. Air Force housing steps.

Privatized housing: request the current lease, availability and waitlist information. Ask how rent is paid from BAH and which utilities or services the lease includes. Luke’s official housing page describes payment through a BAH allotment.

Off-base rental: compare rent plus required fees, utilities, insurance, deposits and pet-related costs. Ask the housing office to review military-release provisions and any concerns with the lease.

Buying: compare the ongoing payment, operating costs, cash needed at closing and the possibility of another move. Ownership also makes you responsible for repairs that a landlord might otherwise handle.

Build a monthly budget beyond the mortgage payment

Here is an example using the published 2026 E-6 with-dependents BAH of $2,457. All housing expenses below are hypothetical planning amounts—not a listing, lender quote or estimate of typical West Valley costs.

In this example, a $2,000 principal-and-interest payment sits below BAH, but the complete housing budget requires another $523 per month. The household still needs room for transportation, food, childcare if applicable, debt payments, savings and other priorities.

Ask your lender whether taxes and homeowners insurance are already included in its payment estimate so you do not count them twice. HOA dues, utilities and maintenance usually need separate attention.

Use the parcel’s tax records and an insurance quote for the actual home. Request available utility history and check the age of the roof and cooling equipment. My property-tax guide explains how to review Maricopa County tax information.

Using a VA loan: plan for closing costs and ongoing expenses

If you qualify, a VA-backed purchase loan may offer no down payment and no monthly mortgage insurance. Eligibility, entitlement, lender approval, appraisal and occupancy requirements still apply. BAH alone does not tell you what purchase price a lender will approve. VA purchase-loan requirements.

Ask a VA-experienced lender to review your Certificate of Eligibility (COE), income, debts, credit and expected service timeline. Request a written Loan Estimate showing the payment components and estimated cash to close.

You may owe a VA funding fee unless exempt, along with other transaction costs. The funding fee can be financed, but doing so increases the loan balance. Seller or builder credits may help with eligible costs when negotiated; they are not automatic. VA funding fee and closing-cost guidance.

Compare Surprise and West Valley locations around your actual routine

Surprise, El Mirage, Waddell, Glendale, Litchfield Park and Goodyear are among the areas to consider around Luke. The useful comparison is the specific address, home and route—not a single advertised commute time for an entire city.

  • Test the work trip: use your expected gate and shift time, allowing for traffic and entry delays. Ask your sponsor about current access procedures.
  • Compare the same housing needs: bedrooms, parking, pets, outdoor space and maintenance responsibilities.
  • Check daily destinations: groceries, healthcare, childcare or schools when relevant to your household. Verify attendance boundaries for the address.
  • Visit at different times: evaluate road noise, aircraft activity and afternoon sun yourself.
  • Review monthly obligations: association dues, pool care and utility costs can change the comparison between similarly priced homes.

Consider your next PCS when deciding whether to rent or buy

Buying deserves a realistic plan for the time you expect to own the home. Compare the flexibility of renting with purchase and future selling costs, repair responsibilities and the possibility of changed orders.

If keeping the home as a rental is one possible future option, review the loan’s occupancy requirements, association restrictions, property-management costs, vacancy and maintenance. Future rent and appreciation are uncertain; do not make the purchase work only by assuming both will be favorable.

Keep moving costs and timing separate from the monthly budget. Temporary lodging, deposits, overlapping housing payments and household setup can require cash before reimbursements or other funds arrive. Confirm PCS entitlements and payment timing through your military channels.

  1. Confirm orders, reporting dates, housing requirements and your finance-office BAH estimate.
  2. Check the current rate using your duty station, pay grade and dependency status.
  3. Contact the Military Housing Office and compare available housing arrangements.
  4. Build a complete monthly budget and a separate moving or closing-cost budget.
  5. Get property-specific tax, insurance, HOA and utility information.
  6. Test the commute and consider how the plan holds up if your next move comes sooner than expected.
